The UK planning system is chronically inefficient. 17% of developments are abandoned, and a further 43% are delayed, largely due to planning-related issues. Through working closely with the planning and development process, we saw that these delays are rarely caused by a lack of intent or expertise — but by fragmented information, poor data accessibility, and breakdowns in communication across the system.
Planning policies, submissions, and precedent decisions are dispersed across 300+ local planning authorities, making it difficult for practitioners to build a clear, consistent understanding of planning requirements. Consultants and developers are forced to rely on slow, manual research, while councils face increasing workloads and inconsistent case handling. This fragmentation creates uncertainty at the earliest stages of development, where clarity matters most.
At the same time, the scale of the opportunity is significant. The UK planning and development ecosystem supports £100B+ in development activity, spans 4,000+ planning consultancies, and operates within a rapidly growing PropTech market. Yet the tools used to interpret planning data have not kept pace with the complexity of the system.
We built Plannos to address this gap. Our goal is to bring structure, accessibility, and intelligence to planning data, enabling clearer communication, faster assessments, and more confident decision-making across the planning process.
Plannos was founded by a team with experience across planning, technology, and data analysis. Through first-hand exposure to the planning process, we saw how fragmented policy information, manual interpretation, and inconsistent decision-making created uncertainty and inefficiency at every stage of development.
